PURPOSE:To obtain low hardness manganese dioxide and utilize the same as the active material for a positive electrode of an alkali dry cell or a zinc chloride type cell by dispersing a carbon-manganese dioxide composite material in an electrolytic bath and anodically oxidizing the resultant suspended electrolytic bath. CONSTITUTION:A carbon material is dispersed in an aq. soln., an aq. manganese salt soln. is added to the soln. and this soln. is mixed with a soln. of LiOH, NaOH or KOH to deposit manganese hydroxide on the carbon material. This material is oxidized with air, oxygen or ozone to obtain a carbon-manganese dioxide composite material and a suspended electrolytic bath is prepd. by dispersing the composite material in an electrolytic bath for winning electrolytic manganese dioxide such as a manganese sulfate bath acidified with sulfuric acid. The objective electrolytic manganese dioxide having 0.1-4wt.% carbon content is obtd. from the suspended electrolytic bath by anodic oxidation.
