PURPOSE: To economically, quickly and uniformly fill a set active material with high-filling efficiency over the void volume of a fiber structure electrode skeleton by regulating the particle size distribution by a distribution ogive regulated by a specific value pair over the whole polydisperse system in paste. CONSTITUTION: In nickel hydroxide or hydrate nickel oxide having 30 to 50 volume % in paste, plastic viscosity is 0.08 to 1.2 Pa.s, and a fluid limit is 9 to 140 Pa, and a pH value 8.5 to 11.5, and a dispersion medium contains 0.4 to 6.3 wt.% of a water soluble salt group of a polyphosphoric acid or a diphosphonic acid and a polysulfonic acid or its derivative. The cumulative sieve-passing distribution of 99.5% in 50 m (hereinafter, m % are omitted), 99.0 in 30, 95.0 in 16, 90.0 in 13, 80.0 in 10, 70.0 in 7.5, 63.21 in 5.2, 50.0 in 3.8, 40.0 in 2.2, 35.0 in 1.4, 30.0 in 0.75 and 25.0 in 0.2 is imparted to its particle size distribution. A deviation for an RRSB straight line is also determined. Therefore, high fluidity paste is obtained, and filling efficiency is improved.
