PURPOSE:To treat efficiently organic waste water with preserved bacteria which are cultivated simply and easily without using a special expensive apparatus. CONSTITUTION:Organic waste water or liquid to be treated 5 which is the organic waste water incorporated with a microorganism source is placed in an aeration tank 1, and air is fed to the tank 1 through an air pipe 4. The air ejected from a ball filter gives a vortex to the liquid to be treated 5. When this state is kept, granular bacteria are formed by the self-cohesion of microorganisms in the organic waste water or the microorganism source incorporated. The granular bacteria is, for example, freeze-dried to be preserved as preserved bacteria. The preserved bacteria are incorporated into the organic waste water for the waste water treatment.
