PURPOSE:To provide a developer which has excellent fluidity and stable frictional charge characteristic, and maintains image density for a long term independently of surroundings, and can produce a distinct image having no toner fog and scattering, and a developing device using the developer and a manufacturing method of the developer. CONSTITUTION:After a shearing force process to decrease the cohesive force of the particle of an externally adding agent is carried out to the externally adding agent (process f), which is mixedly added to a toner composed of at least binding resin and a coloring agent (process h), and a carrier is mixed in the toner to produce the two-component developer (process i). Thus, the developer which is more excellent in fluidity and developing ability in comparison with a case where the externally adding agent is merely added in the toner can be obtained.
