PURPOSE: To correctly segment characters even in the case of dirt, a blur, misbinarization, etc., by scanning an extraction window corresponding to the character array which is already known and determining a character segmentation position. ;CONSTITUTION: Binary image data have a blur 20 and a noise 21 resulting from input conditions and a failure in binarization. The feature quantities are represented as the result obtained by subtracting the number of all black pixels in the background area 24 from the number of all black pixels in the character areas 23. The position 26 of the extracted window 22 a where the feature quantity is minimum is regarded as the character segmentation position.
