PURPOSE: To efficiently start a network by allowing a network managing server to have the initiative of the start of an asynchronous transfer mode network, and sequentially starting an adjacent node. ;CONSTITUTION: When a network managing server 3P triggers a switch node 32 through a signaling connection with the node 32, the node 32 communicates the identification number of its node and the received port number to the server 3P by return. The server 3P receives it, and establishes an M plane connection(MPC) with the node 32. Next, the server 3P requests the information of a node 33 adjacent to the node 32 through the MPC to the node 32. The node 32 communicates the identification number and switch number or the like of the node 33 to the server 3P. Then, the server 3P establishes the MPC with the node 33.
