A circular, eccentric rail is attached to the surface of the cylinder body mantle. A ring having an outer diameter identical to that of the cylinder body is urged into the rail, so that it can be freely turned. The opening of the ring is applied eccentrically so that the ring opening has the same eccentricity as the rail. A brake in the form of an elastic O-ring is urged into a rail extending around the surface of the ring mantle. The O-ring projects from the ring in a peripheral fashion so that when the cylinder is inserted into the hole, the O-ring becomes compressed between the base of the rail around the ring mantle surface and the inside of the hole, with frictional forces preventing the ring from rotating with the cylinder as it is turns. The eccentric rail on the cylinder mantle surface rotates w.r.t. the ring, thus bringing it into a fixed position against the cylindrical wall of the hole.
