In a mobile data communication system, the neighbor-termination modem 100 initiates a data connection to the far-end modem 300 at the highest permissible data rate, e.g., 9600 bps. Thereafter, if the performance of the communication channel is degraded, either the adjacent-end modem or the far-end modem is automatically functionalized, i.e., the fallback sequence is initialized to, for example, 4800 bps. However, if the channel performance is still bad at 4800 bps, one or both of the modems initiate a fallback at 1200 bps, where a data rate of 2400 bps is skipped, which is not included in the fallback sequence.
