FIELD: geophysics. SUBSTANCE: method involves stationing space ray detectors in preset points and registering variations of space ray intensity. Detectors are stationed in points distributed uniformly on the earth surface so as to place 2 to 4 points on each section of area equal to one steradian. In points where stiffness of geomagnetic cutting lies within 1.5-15 GV there should be 2 to 5 detectors sensitive to changes in the threshold stiffness of the observation point. The maximums of energetic sensitivity of said points shall be spaced at more than 0.3 GV. The amplitudes of intensity variations of secondary space rays within accumulation intervals from one to four hours are measured in said points with a statistical accuracy of 0.1-0.2% . The results of measurements are used to determine flow density variation amplitudes of primary space rays with a stiffness from 2 to 6 GV at 1 GV intervals. Then the average daily values of obtained variation amplitudes are used to find the potential of the daily geliospheric electric field and thus to make the prediction. The long-term prediction can be made by everyday diagnosing the condition of interplanetary space with a complex of spectrometric instruments enabling the geoeffective perturbations to be determined at the early stage of their formation.
