PROBLEM TO BE SOLVED: To increase production efficiency of an active composite having a given final density and thickness by making a preliminary densified preform of expanded graphite powder and impregnating the preform in a solution comprising an active agent, solvent and a wetting agent, and then drying and complementally densifying the preform. ;SOLUTION: Natural graphite based expanded graphite powder is compressed by adding into a mold and preliminarily densified to form a preform having an intermediate density of 0.01 to 0.11 and an intermediate thickness of 30 to 1,000 mm. Then, the preform is dipped and impregnated in a impregnation solution comprising an active ingredient selected from MnCl2, NiCl2, BaCl2, SrCl2, MgBr2, CaCO3 or the like, a wetting agent selected from polyalcohols, polyfluorides, polysiloxanes, and a polar solvent such as water, acetone or the like. The impregnated preform is complementally densified by heating and drying at about 220°C for about 30 min. in a furnace to produce an expanded graphite based active composite having the final density of 0.07 to 0.6 and the final thickness of 20 to 100 mm.
