PROBLEM TO BE SOLVED: To obtain a tension member having sufficient corrosion resistance in a turning place, being economical and having a free structure. SOLUTION: A corrosionproof unrestricted tension member 1, a stretching member for bondless prestressed concrete in particular, is provided in a tubular sheath 4 and turned one time at least. It is equipped with at least one tension element 12 such as a steel rod, a steel wire rod or a steel strand. The sheath 4 is made up of an outer sheath 5 and an inner sheath 6 retained at an internal space from this outer sheath, in a turning place at least. A setting material is filled in an annular chamber 7 located between the outer sheath 5 and the inner sheath 6.
