PURPOSE: To obtain a water permeable material by utilizing fused slag of city refuse as a ceramic material. ;CONSTITUTION: This invention consists in mixing a crushed product of fused slag of city refuse, adjusted to 10mm or less in terms of block size, with a fusing binder having a melting point equal to or below the expansion-initiating temperature of the slag followed by calcining the resultant mixture at temperatures at which the slag does not develop excess expansion and the fusing binder does not fuse.
