PURPOSE: To provide a raising seedling bed, a variable buoyancy water culture plate and a buoyant box effective for improving the productivity in a flooding water culture, absolutely eliminating the use of agrochemicals and achieving remarkable labor-saving and the cost reduction effect. CONSTITUTION: A raising seedling bed 7, a water-culture plate, etc., made of a plastic or similar material are used in the course of procedures from germination through rooting and growing to harvesting to prevent the degradation of the aqueous solution, suppress the generation of bacteria and pathogenic microorganisms and dispense with the use of agrochemicals. The raising seedling bed 7 is a mesh plate having fine mesh size and an incombustible paper having a thickness of about 1mm and cut to a size of the raising seedling bed 7 is placed on the bed. The seeds are arranged on the incombustible paper and the germination and rooting are performed in a raising seedling chamber.
