PURPOSE: To appropriately treat water in a relatively short time by passing water through a container filled with spherical sintered ceramic particles of mineral powder composed of silicon and aluminum as main components, and alkali metals, etc. ;CONSTITUTION: Spherical sintered ceramic particles 4 of mineral powder composed of silicon and aluminum as main components, and alkali metals and/or oxides containing alkali metals are packed in a container 1 for sintered ceramic particles. Water is passed from an inlet 2 in the lower part of the container 1 to an outlet 3 in the upper part through a flow rate controller. In this process, water is passed at a flow rate to enable adequate contact with the surface of the particles 4 so that water is activated into active water.
