PURPOSE: To efficiently recover thermal energy emitted from vitrified solids. CONSTITUTION: Numerous vitrified solids 1 confining radioactive wastes are housed in a cell 2. A heat-absorbing component 18a of a heat exchanger 18 is introduced into a discharging duct 12 to discharge the cooling air 14 after using it to cool the vitrified solids 1. A heat-radiating component 18b of the heat exchanger 18 is introduced into a heater 21 housing a heat-recovering medium 20. A solar warm-water panel 22 is used as a heating source of the heater 21. After the heat absorbed by the heat-recovering medium 20 is reheated by the heater 21, it is recovered as a compound thermal energy through a thermal energy recovering line 24.
