PURPOSE:To construct a submerged embankment having a high wave-dissivating function by a method in which a flexible film is laid loosely on a precast concrete plate settled on the seabed, and sea water or aid is charged into the film to expand it in a semicircular form. CONSTITUTION:A flexible bag unit 30 made of sheetlike rubber, vinyl chloride, etc., is fixed loosely by anchor bolts to a precast concrete plate 20 to form a flexible mound unit 1a. The units 1a are connected to each other to make up a flexible mound 1. The mound 1 is carried to a construction site of a submerged embankment and sea water is charged into the units 30 to settle it in the sea.
