PURPOSE:To prevent a hardware scale from increasing by constituting a circuit by providing a one-dimensional orthogonal conversion circuit, a scanning conversion circuit, and a selector capable of inputting either output from the scanning conversion circuit or an input signal to the one-dimensional orthogonal conversion circuit. CONSTITUTION:In the case this orthogonal conversion circuit is used as a two-dimensional conversion circuit, the input signal is stored in a first memory 4, and this signal is given one-dimensional orthogonal conversion by the one- dimensional conversion circuit 1. After that, this output is given scanning conversion by the scanning conversion circuit 2, and is sent to the selector 3, and after being given the one-dimensional orthogonal conversion, it is stored in a second memory 5. In the case this orthogonal conversion circuit is used as the one-dimensional orthogonal conversion circuit, the input signal is stored by the first memory 4, and this signal is given the one-dimensional orthogonal conversion by the one-dimensional orthogonal conversion circuit 1, and is stored in the second memory 5. Accordingly, only one one-dimensional orthogonal conversion circuit to be used can meet the requirement, and the increase of the hardware scale can be prevented.
