The beginning of a cut band is wound onto the mandrel (1) of a new reel without previous gluing of the mandrel by a first pivoting system (2). A second pivoting system (4) introduces the band, after cutting, into the first pivoting system. The first pivoting system comprises a pivoting chassis formed by a pair of parallel arms (5) extending near the ends of the winding machine frame (6). These arms are connected by a cross member (7) supporting the transverse cutter (8) and activated by an actuator (11) and a flexible belt assembly (9). The parallel belts are mounted on three parallel shafts so as to form a vertical triangular section. One of the sides formed by the belts is deformable by application against the mandrel and one of the vertices formed by one of the shafts can be pivoted by means of a pair of arms.
