A high toughness composite glass comprises an oxide-based glass matrix with a flaky ductile metal reinforcing phase and with an optional reinforcing phase of a metal ceramic powder, a ceramic whisker material and/or an inorganic cut fiber. The composite ceramic may be prepared by mixing an oxide-based glass powder with ductile metal powder, and optionally, with metal powder, ceramic powder, a ceramic whisker material and/or an inorganic cut fiber to form a composite powder comprising an oxide-based glass powder adhered onto the surface of the flaky ductile metal powder, followed by sintering the same at 200 to 1800°C.
