The member is esp. a prestressing rod for concrete, and has at least one tensile element (12) inside a tubular sheath (4). The element can be a steel bar, wire or braid, which has at least one deviation along its path. The sheath has an outer jacket (5) at least at the positions of the deviations, and this has an inner jacket (6) which is separated from it by an annular space (7). The space is filled with a material which can harden. The outer jacket may be a tube with a smooth surface, and the inner jacket may be a tube with transverse ribs.
