The apparatus controls the tension of the yarn and measure the feeding amount of the yarn without the generation of pile or the weakening of the tension. The apparatus comprises: a circular rotary guidance(1); a tension control member(10) wound by coils(13); an idling member(20) performing an idle rotation of the rotary guidance(1) at the tension control member(10); a position control member(30) controlling the position of the tension control member(10); a sensor(40) sensing the feeding quantity of the yarn; a hight control member(50) controlling the height of the guidance(1); a bottom plate(60) fixing the sensor(40).
