FIELD: frequency unit prototypes. SUBSTANCE: device has absorption cell, which contains first amount of nuclei for tuning intensity of light that runs through it, at least one dielectric cavity for generation of infinitesimal electromagnetic filed, which excites first amount of nuclei for transitions between power levels of ultra-fine structure, waveguide where absorption cell and at least one dielectric cavity are located, photodetector, which is located in close proximity to waveguide end in order to measure light power, and injector of electromagnetic power for electromagnetic excitation of dielectric cavity or cavities. Filter cell is preferably located near dielectric cavity between absorption cell and light source. Resonant frequency of dielectric cavity or cavities is tuned by regulation of distance between filter cell and adjacent dielectric cavity as well as by insertion of dielectric tuning disk in close proximity to dielectric cavity and by regulation of distance between dielectric cavity and dielectric tuning disk.
