An extruding and granulating apparatus for plastics fractions pretreated in comminuting and cleaning stages of plastics recycling installations has a cooling water circuit (2) for cooling the melt or polymer stream to be moulded, a pump (3) by means of which cooling water can be circulated in the cooling water circuit (2), and a heat exchanger (6), which is arranged in the cooling water circuit (2) and in which thermal energy taken up in the cooling water can be transferred to the freshwater flowing through the heat exchanger (6). To improve the thermal energy balance with respect to the overall plastics recycling installation, in the cooling water circuit (2) of the extruding and granulating apparatus (1) there is provided an air-stream cooler (4), which is arranged downstream of the extruding and granulating apparatus (1) and upstream of the heat exchanger (6).
