A system for operating the displacement mechanism which provides volumetric/pressure changes within the interior of a rigid storage vessel (1) hermetically sealed against the atmosphere or other external reference pressure and containing a hazardous/poisonous solid or liquid substance (2) employs a tension spring (43) and a suitable linear drive source (28) with the connecting rod (45) to operate a flexible diaphragm (31). The vessel (1) has a filler cap (4) for introducing the stored substance (2) and an electromagnetically controlled venting valve (19). A pressure gauge (21) and A/D converter (33) signal pressure changes to the microcomputer (34) for display at the unit (42).
