PROBLEM TO BE SOLVED: To obtain a wet vegetation base for a vegetation foundation bed made of a porous concrete block comprising a water retaining material, humic acid (compound), water and soil in a specific ratio, rich in air permeability and water permeability, excellent in germination ratio, elongation and growth of root. SOLUTION: This wet vegetation base for a vegetation foundation bed made of a porous concrete block comprises (A) 1-5 pts.wt. of a water retaining material such as perlite, (B) 1-10 pts.wt. of a humic acid (compound) of any of (nitro) humic acid, ammonium humate, calcium humate, magnesium humate, ammonium nitrohumate, calcium nitrohumate and magnesium nitrohumate, (C) 50-70 pts.wt. of water and (D) the rest of soil containing at least one or more of a plant seed, a fertilizer and a soil stabilizer.
