PROBLEM TO BE SOLVED: To enhance waving effect and crimp correction effect without damag ing hair by carrying out a reducing treatment of the hair by a permanent wave first agent or a crimp correcting first agent containing a reducing agent in an atmosphere of an inert gas. ;SOLUTION: An inert gas G sent out of an inert gas supply section 1 is supplied to a foam producing section 3 via an air supply pipe 2 to produce foams with the inert gas G and the foams F produced is supplied to the perimeter of hairs by a foam supply nozzle 4. Here, the amount of the inert gas G supplied, namely, the quantity of foams, the rate of foam production, delivery time and the like are controlled by a controller 5 for control thereby allowing the regulating of the amount of foam to be supplied. The permanent wave first agent and the crimp correction first agent contain one or more selected from thioglycolic acid, a thioglycolic acid salt, cysteine and acetylcysteine as reducing agent. The first agent can contain a foaming agent and the foaming agent herein used is exemplified by various anionic surfactants or cationic surfactants.;COPYRIGHT: (C)1997,JPO
