PROBLEM TO BE SOLVED: To sufficiently cope with growth or refuge of fishes or underwater organism by forming a cavity between a top side and a bottom side to form both the sides into a single body through the rear side, forming an opening in a top panel and in a front side between the top side and the bottom side, and providing a supporter engagement part. SOLUTION: A cavity 4 is formed between a top side 1a and a bottom side 1b, and a rear side 1c is interposed between both the sides 1a, 1b to form all the sides into a single body. Next, an opening 8 for entrance and exit of fishes is provided in a front side other than the sides 1a, 1b, 1c and on both sides, whereby a flow of water is moderated to stabilize the life of fishes. And pile insertion holes 3 are disposed to serve as pile engaging parts. Piles are driven into the holes 3 and fixed to form a fence so that a bulkhead, which is a good match for the nature, can be provided. As a result, a revetment in nearly a natural state can be provided.
