PROBLEM TO BE SOLVED: To reduce leakage of a heat storage material and improve heat reserving power by storing the heat storage material in a bag formed from a packaging material and setting the heat storage material to a high water absorption resin. SOLUTION: A heat storage material 6 is stored in a bag 2 formed from a packaging material 1. As for the packaging material 1, a use face side of the bag 2 being in contact with the human body is formed of a permeable packaging material 4, and the unused face side of the bag 2 being in noncontact with the human body is formed of an impermeable packaging material 5. The bag 2 has the permeable packaging material 4 and the impermeable packaging material 5 both of which are brought in opposite contact with each other and sewn into a tuft shape spaced at prescribed intervals, and a plurality of small bags 2a are formed into a series. The heat storage material 6 is set to a high absorption resin 3 and the high absorption resin 3 is set to an emission high absorption resin 3. The emission high absorption resin 3 is powdery grains with absorption performance, has absorption force so as to exhibit a heat storage action. The high absorption resin 3 absorbs water of several hundred times of dead load in a short time, and when it absorbs water, it becomes a stable gel in not sticky state and is provided with moisture emission performance. The emission high water absorption resin 6 is made to fill the small bag 2a.
