PROBLEM TO BE SOLVED: To encode the 16 bits data to the 17 bits data by directly mapping an inputted byte to a code word separated by a central bit of a unit value. ;SOLUTION: The bit is positioned and labeled in a block 52 so that the bit position of A byte becomes symmetrical with the bit position of B byte related to the central bit C inserted in an encoding process. A logic and control block 54 logical tests the A, B bytes according to a prescribed rule. When the C bit is set in 1, when the A, B bytes are in a prescribed coding limit condition, they are outputted through a multiplexer 56 and an output circuit 17 without encoding causing as a result.
