PURPOSE: To provide a carbon electrode, a double-layer capacitor and a method for manufacturing the carbon electrode with good electrostatic capacity at a lower cost than one in an activating treatment step. ;CONSTITUTION: A manufacturing step includes a heat treatment step for heating carbonized charcoal, obtained by distilling a carbon-based compound in a dry state, in a chloric gas or a chloric gas diluted with an inert gas at a temperature of 600 to 800C, a step for smashing the carbon material after the heat treatment, and a step for kneading the carbon material with an electrolytic solution to form a material as a carbon electrode.;COPYRIGHT: (C)1996,JPO
