PROBLEM TO BE SOLVED: To produce a sound absorbing concrete low in cost and excellent in sound absorptivity and durability, and to provide a sound absorbing and insulating panel. SOLUTION: This sound absorbing concrete consisting of a vitreous blast furnace slag aggregate, whose grain size is regulated to =40wt.% to 90wt.% within the range of =14mesh to 8mesh, and a hydrate obtained by hydrating and hardening a hydration hardening material blended in the ratio of 250-400kg per 1m3 aggregate, having the thickness of 20-30mm at the formed body and having normal incident absorption coefficient of =80% is obtained. The sound absorbing and insulating panel excellent in sound absorption and insulation property is obtained by providing air layer of 30-50mm thickness on the back of the sound absorbing concrete containing the vitreous blast furnace slag as the aggregate and using an incombustible architectural material to be formed into a panel.
