An objective of the present invention is to provide an attachable sound-absorbing and soundproof panel for reducing a reflection sound of a retaining wall and a concrete structure. The attachable sound-absorbing and soundproof panel for reducing a reflection sound of a retaining wall and a concrete structure comprises: a frame (10); a sound absorption material (20) embedded in the frame (10) to absorb noise; and a perforated plate (30) disposed on the frame (10) to block the sound absorption material (20). A bracket (12) is disposed on a rear of the frame (10). A bolt hole (13) is disposed on the bracket (12) to anchor an anchor bolt (4) inserted into the bolt hole (13) on an attachment of the soundproof panel to fix the frame (10). A perforated plate coupling groove (15) is disposed on a front surface of the frame (10). An edge insertion part (34) is disposed on the perforated plate (30) and protrudes from a rear surface of the perforated plate (30).
