PROBLEM TO BE SOLVED: To prevent developing unevenness and ground fogging caused by unevenness of pre-wet liquid. ;SOLUTION: This device is constituted so as to record the electric charge latent image on a photosensitive material 3 wound round a rotary drum 1, and to execute development by making the photosensitive material 3 allowed to pass through the developer L inside, while wetted by the pre-wet liquid. In such a case, the device is composed so as to smooth the pre-wet liquid in a surface state of the photosensitive material 3, by pre-wet liquid smoothing means 16 to 18 provided near an inlet side to which the photosensitive material 3 approaches corresponding to the surface 6b opposite to a development electrode 6a.;COPYRIGHT: (C)1997,JPO
