PROBLEM TO BE SOLVED: To minimize the delay of control changeover by properly estimating a period of time while a contactor changeover signal is outputted and the operation of the contactor is completed in accordance with conditions and changing the changeover timing of control in accordance with estimated time. ;SOLUTION: A circuit 4 for detecting the applied voltage of a contactor coil, a temperature sensor 3 for detecting the temperature of the contactor coil and a control part 10 for estimating a contactor operation completion time from the applied voltage of the contactor coil and the temperature of the contactor coil which are obtained at the time of outputting a contactor changeover command signal are provided.
