PROBLEM TO BE SOLVED: To issue a prepaid card setting the total amount of fed coins to be its par value by providing an issue control means issuing the prepaid card recording the total fed amount as remain data. ;SOLUTION: When paper money or coins are fed into a paper money feeding port 205 or a coin feeding port 206, CPU 213 obtains fed amount data counted by an amount counting part 217 to display amount data A on an amount display 202. At the time of detecting the operation input of a card issuing button 203, CPU 213 commands a card processing part 218 to send-drive a card stocker 210 to send out one not-issued shopping card within the stocker 210. Then CPU 213 commands write-driving to a magnetic head 209 to record amount data A in this not-issued shopping card as remain data.
