SOLUTION: A FRAD equipment 1 is made up of a layer 1 control section 10, an X.25 layer 2 control section 11, a logic channel DLCI conversion control section 12, a packet encapsulation control section 13, and a frame relay control section 14. A layer 2 of the X.25 protocol is terminated through the provision of the X.25 layer 2 control section 11 and the logic channel DLCI conversion control section 12 and the logic channel of the X.25 protocol is converted into a DLCI number of the frame relay, the logic channel of its own terminal equipment and a communication opposite terminal equipment is stored and the logic channel group number and the logic channel number of the X.25 packet are converted. Only the X.25 layer 3 protocol procedure is applied to a host protocol of the frame relay.
