PURPOSE:To facilitate operations by installing a fluid exhaust pipe in which the influx hole is covered with a filter and at least one end opens to outside the blocked space, exhausting the residual air and surplus water to the outside, and performing blocking with a consolidating material. CONSTITUTION:A liquid exhaust pipe 35 is folded in compliance with projections and recesses of a blocked space 33 and arranged along the uppermost part of the space 33, and the two ends of this exhaust pipe 35 are left open to outside the space 33, and thus an opening 42 is formed. Then a consolidating material 44 is poured in through a hose 43, and a space 45 is provided in the upper part of the space 33. Then consolidating material 47 is poured into this space 45, and surplus water of consolidating material 47 and/or residual air in the blocked space 33 are allowed to penetrate a filter 37, flow into the exhaust pipe 35 from a fluid influx hole 39, and exhaust to the outside. Thus the pipe 35 is filled with the consolidating material. This achieves forced exhaust of surplus water sufficiently, and operations can be performed easily.
