PURPOSE: To realize maintenance-free performance for a long period and to reduce running cost without an UF membrane-RO membrane filter being clogged even when continuously used for a long period. CONSTITUTION: Between an UF membrane-RO membrane filter (B') and an original liquid tank (A), a pretreatment device (C) consisting of a charging filter (C1) and a charging coalescer type oil separator (C2) is inserted to previously remove impurities such as relatively large refuse and oil droplets, and also a part of circulating liquid on the primary side of the UF membrane-RO membrane filter (B') is returned to the pretreatment device (C), and the oil content recovered in the pretreatment device (C) is continuously discharged outside the system.
