PURPOSE: To release a trunk being the cause of the generation of invalid holding even when it is present in the other station by allowing its own station side monitoring trunk to forcedly restore an invalid holding trunk, activating the other station side monitoring trunk by using a free trunk line, and forcedly restoring the other station side trunk. ;CONSTITUTION: When an output trunk 13₂ of an exchange 10 is turned to an invalid holding state, a processor 16 which periodically searches the activating state of each trunk judges that the output trunk 13 is in the invalid holding state, and communicates the result to a monitoring trunk 14. The monitoring trunk 14 which recognizes an empty output trunk 13₁, captures and connects the output trunk 13₁ through a test link 15, input trunk 12₂, and switchboard 11. Next, the monitoring trunk 14 is connected with a monitoring trunk 24 an exchanges 20, and it is activated.
