The monitoring trunk 14 which recognizes an empty output trunk 131, captures and connects the output trunk 131 through a test link 15, input trunk 122, and switchboard 11. Next, the monitoring trunk 14 is connected with a monitoring trunk 24 an exchanges 20, and it is activated. Afterwards, the monitoring trunk 24 is connected through a test link 25 with an input trunk 222, the operational state is confirmed, and the input trunk 222 in the invalid holding state is forcedly restored.
