PURPOSE: To simplify the entire work by inserting a valve block into a pipe body through a hole formed in an existing piping to carry out assembly work when a valve element is mounted at a point in the upstream of the existing piping to be repaired or bifurcated, in order to stop water. ;CONSTITUTION: At the time of mounting a valve body, an annular band 24 provided with three stop valves 23 around is fitted in a pipe body 2. A drill is fitted in each stop valve 23, and after three holes 25-27 are formed on the side wall of the pipe body 2, each drill is removed. A valve shaft attaching/detaching tool 1 is mounted on either stop valve 23 in the right or left, and a valve shaft 3 which is set to the cylinder of the tool is inserted from the hole 26 into the pipe body 2, and after insertion, a handle 13 is rotated, to cancel engagement of the valve shaft 3 with the front end of a shaft 11.
