PURPOSE:To obtain an optional special effect picture with simple circuit constitution and to simplify the circuit scale by adding a write address before conversion to a fixed value from a fixed value generator and applying prescribed conversion processing to the result of addition. CONSTITUTION:A video signal VD outputted from an A/D converter 1 is written in a picture storage device 12 according to a write address AWF. A background is added to a video signal VR read from a picture storage device 12 at a background adder 14 according to a read address AR from a read address generator 13 based on a valid range indication signal SV from the generator 13. The output is added with a synchronizing signal SS fed from a video input terminal IN at a synchronizing signal adder 16 via a D/A converter 15 to be a regular television video signal VOUT, and it is outputted from an output terminal OUT.
