PURPOSE:To provide the subject apparatus comprising a specific construction and capable of laying a film having excellent adhesivity to the ground, successively laying a lawn seedling bed material having a constant depth in a synchronous manner to the film laying and accordingly efficiently forming a lawn seedling bed. CONSTITUTION:At first, flakes of barks, etc., are supplied from a storage tank 3 to a hopper 11, then seeds of lawn and a fertilizer are discharged from a spraying apparatus 12 of the seeds of lawn, etc., and a spraying apparatus 13 of a fertilizer respectively. Each of the spraying apparatuses is provided with a laterally long hopper-shaped storage tank having a same width as the hopper 11, a conveyer roller located at its bottom and a discharging outlet and the discharges of the seeds of lawn and the fertilizer are controlled at constant speeds by adjusting openings of the outlets respectively. Thus, the seeds of lawn and the fertilizer are sprayed widely over the bark flakes in the hopper 11 and these are mixed together in a mixing tank 14. Subsequently, a film 9 is laid with the aid of the first pressing roller 15 having a large diameter same as that of the second pressing roller 16 and having a heavy weight. On the film 9, the mixture in the mixing tank 14 is sent out through a laying gutter 17 reciprocating with the use of the rotational motions of the rollers 15 and 16. Finally, upper surface of the mixture is uniformly rolled by the second pressing roller 16.
