PURPOSE:To prevent oil application irregularities by allowing the number of rotations of a pump at a specified acceleration speed by which a supply amount can be obtained which exceeds an application oil supply amount obtained from a line speed signal and an oil application amount setting signal based on a speed acceleration signal. CONSTITUTION:If the transport of a belt-like metal plate 1 is started and its transport speed is accelerated, the number of rotations of a pump 5 which supplies an application oil to an electrostatic oil application device 4 is increased at a fixed accelerated speed which allows a feed amount in excess of an application oil supply amount obtained from a line speed signal and an oil application amount setting signal connected based on the transport speed of the belt-like metal plate 1.
