The device has a piezoelectric actuator (7) and/or a magnetostrictive actuator and/or a shape-memory actuator. The device has a closure plate (61) with an interworking locking element (51), one of which carries the actuator. The closure plate is mounted on the frame in the door or window aperture and the locking element is mounted on the opening panel. The pref. movable closure plate, esp. a pivoting plate, engages behind the locking element, with the door or window in the closed position.
