The present invention relates to a method of making a stepped layer by means of a calcium phosphate phase and a metal oxide phase on a metal implant of titanium or titanium alloy, in particular used as a tooth, jaw or joint implant. A solution containing calcium ions and phosphate ions is used as an acidic electrolyte whose pH is almost neutral. The substrate electrode is alternately polarized into a cathode and an anode. The stratified stratified layer has good adherence and fine structure and high bioavailability.
