The device is made by placing a pasty, exothermic composition 2 on a film or sheet base 1 and then covering with a film or sheet cover 3, one of the base or cover or a part of either one being gas permeable. The base 1 and cover 3 may each comprise a laminate of non-woven rayon fabric 1a,3a and polyethylene sheet Ib,3b, the base and cover being sealed by adhesion or heat bonding along a peripheral edge portion of the exothermic composition. The latter may comprise iron powder, heat generating material, water absorptive polymer, thickener, activated carbon, NaCl and sodium polyphosphate. The device may be provided in insole-, sandal- or sock-like form.
