PROBLEM TO BE SOLVED: To provide a high polymer solid electrolyte with its superior productivity, mass-productivity, low cost, and high degree of swelling such as electrolyte or the like by filming a high polymer solution containing a filer, volatilization of a solvent therefrom, and impregnating an electrolyte as it is. SOLUTION: A filler particle is added to a high polymer solution, heated at room temperature or as required, and dispersed and dissolved using a stirrer such as magnetic stirrer or the like and a dispersing machine such as ball milling or the like. Then, a mixture solution with a polymer, the filler, and the solvent is applied onto a base body or is filmed by casing or the like. After the application, the solvent in the mixture solution is evaporated, thereby a film of polymer-filler-complex is formed, this polymer-filler-complex is immersed in an electrolyte, and the electrolyte is impregnated. In this case, ratio of the electrolyte in a high polymer solid electrolyte (SPE) is 55% or more, that is 2.2 or more at the degree of swelling.
