PROBLEM TO BE SOLVED: To almost completely remove the TOC in a short time with a low electrolyzing voltage by adding a supporting electrolyte to a soln. contg. an org. carbon component, electrolyzing the soln. at an anodic peak potential and then electrolyzing the soln. below an oxygen generating potential nobler than the anodic peak potential. ;SOLUTION: A working electrode 2 and a counter electrode 3 are dipped in a soln. 6 in an electrolytic cell 1 storing the soln. 6 contg. an organic carbon component, and a neutral diaphragm 5 is provided in the cell 1. The base potential is swept to the noble potential by a function generator 12, the potential of the working electrode 2 is increased from the dipping potential at a fixed sweep rate, and the maximum value appears when the electrode potential becomes an anodic peak potential. The soln. is electrolyzed at the anodic peak potential to generate the oxygen and hydroxyl which are adsorbed on the electrode, and the adsorbed active oxygen atom and active hydroxyl react violently with the org. carbon component to gasify the component.;COPYRIGHT: (C)1998,JPO
