PROBLEM TO BE SOLVED: To provide an apparatus capable of simply and safely opening and closing a ceiling opening part, and provide an air conditioning system including the same apparatus. SOLUTION: One side edge of a ceiling cover 4 is mounted on one side edge of an opening 3 formed in a ceiling 1 of a room horizontally rotatably on a hinge 5 having a horizontal shaft, and an arm 6 is slantingly vertically provided on an upper part of the one side edge of the ceiling opening, and further there is mounted on one end of the arm through a horizontal shaft 8 one end of an air spring device 7 composed of a cylinder 7a and a plunger rod 7b having energyzed thrust force and the other end of air spring device 7 is mounted on a bearing part 9 provided on the back of the ceiling cover 4 through a horizontal shaft 10. Further, an engagement part 11 is provided on a free end edge of the ceiling cover 5, and a lock device 12 is provided on the other end edge of the opening part 3 for keeping the ceiling cover 4 in a close state by engaging an engagement part 11 on the closed ceiling cover 4, and further a release button 13 is provided on a lower surface of the other side edge of the ceiling opening for releasing the lock device 12.
