PROBLEM TO BE SOLVED: To provide an access level with dew filters by providing an access level part deciding the access level and a head end providing the access levels to a subscriber device, a hybrid communication line and a subscriber terminal and providing a trans.port network between the hybrid communication line and the head end. SOLUTION: An HFC blade sends transmission invitation for making the subscriber device enter a network. The head end receives a permission request, in response to transmission invitation (step 501). Then, permission is granted to the subscriber device (step 502). An IP address is allocated to the subscriber terminal through the subscriber device (step 503). The address contains an access level part, deciding the access level of a default to the network. Then, the identity of the subscribed is decided and the pertinency of the access level is judged. When it is pertinent, the process is completed (steps 504 and 505).
